Historically, the Philippines has led the pack of workforce nursing migrants to the U.S., Canada, and beyond. While numerous studies have identified the push and pull factors leading to Filipino nurse migration, this research sheds light on their decisions that have shaped their personal experiences.
The webinar, moderated by Dr. Mary Joy Garcia-Dia, RN – President, Philippine Nurses Association of America, will address the trajectory of Filipino nurse migrants and serve as an eye-opener into their trials and triumphs, highlighting the key themes identified in the publication. In addition, Dr. Franklin A. Shaffer, RN – Secretariat, ICNM, and President & CEO, CGFNS International, will address the highlighted themes in relation to the current migration landscape.

About the Moderator:
Mary Joy Garcia-Dia, DNP, RN, FAAN
As the 21st President of the Philippine Nurses Association of America, Dr. Mary Joy Garcia-Dia’s theme on Stories of People, Achievement, Resilience and Kindness is grounded on the power of storytelling highlighting the significant contributions of Filipino nurses in healthcare.
As a member of the National Advisory Council on Asian American Native Hawaiian and Pacific Islander Health in 2018, her significant contribution in addressing health inequities and disparities in Asian communities led to her fellowship at the New York Academy of Medicine.
Mary Joy authored numerous journal articles and contributed chapters on nursing theories and informatics. She recently published a book on Project Management in Nursing Informatics. She develops graduate-level courses on nursing informatics and is an adjunct faculty at the City University of New York School of Professional Studies. She is member of the Editorial Board of Nursing Management Journal writing topics on leadership and technology.
Dr. Garcia-Dia was inducted as a Fellow of the American Academy of Nursing in 2019. As a Board Member of New York State Health Information Management Systems Society (HIMSS), Mary Joy chairs the Advocacy and Diversity Committees and serves as a member of the American Nurses Association’s National Commission Addressing Racism in Nursing. Additionally, Mary Joy is a Member of the Strategic Advisory Board of the CGFNS Alumni Network.
Dr. Mary Joy Garcia-Dia is the Program Director, Nursing Informatics, Information Technology Department at NewYork-Presbyterian. She earned her Bachelor of Science Degree in Nursing from St. La Salle University, Nursing Informatics Master’s Degree from New York University and Doctorate in Nursing Practice from Case Western Reserve University. She joined the Coldiron Senior Nurse Executive Fellowship at the Marian Shaughnessy Leadership Academy in March 2021.

Franklin A. Shaffer, EdD, RN, FAAN, FFNMRCSI
Dr. Franklin A. Shaffer is the President and Chief Executive Officer of CGFNS International, Inc., an internationally recognized authority on credentials evaluation and verification pertaining to the education, registration, and licensure of nurses and healthcare professionals worldwide. Dr. Shaffer earned his doctorate in nursing administration and education at Columbia University and has 50 years of progressive and varied nursing experience which includes administration, education, clinical practice, and research. He is a frequent speaker and consultant at meetings and conferences around the world and is an NGO representative at the United Nations (UN), World Health Organization (WHO), and International Council of Nurses (ICN).
Dr. Shaffer serves as the Secretariat of the International Centre on Nurse Migration (ICNM), a strategic partnership between ICN and CGFNS International. ICNM occupies a key role in establishing effective global and national migration policy and practice that facilitates safe, quality, and accessible patient care and positive practice environments for nurse migrants. He is the former Deputy Director of the National League for Nursing, the accreditation organization for nursing education. Dr. Shaffer made the business case for The Joint Commission (TJC) to develop a certification for the healthcare staffing industry, an initiative that has since grown to include over 400 healthcare staffing firms.
Throughout his career, Dr. Shaffer has authored eight books and over 200 publications. He also serves on several leading professional journals and editorial boards, and most recently was selected as Chair of the International Advisory Board of the American Journal of Nursing. Recently, he was appointed Visiting Scholar at Tor Vergata University in Rome, Italy and the University of Our Lady of Good Counsel in Tirana, Albania, and Adjunct Faculty at the University of Minnesota School of Nursing, the M. Louise Fitzpatrick College of Nursing at Villanova University, and the Johns Hopkins University School of Nursing. Dr. Shaffer is a Fellow of the American Academy of Nursing, Sigma Theta Tau, Faculty of Nursing and Midwifery of the Royal College of Surgeons of Ireland, and Center for Health Outcomes and Policy Research at the University of Pennsylvania School of Nursing.
